Karnataka Government to Restrict RSS Activities
The Karnataka government has decided to formulate rules to restrict the activities of the Rashtriya Swayamsevak Sangh (RSS) in public and government spaces. The move comes after a letter from Information and Biotechnology Minister Priyank Kharge to Chief Minister Siddaramaiah demanding curbs on RSS-led events.
Government Employees Barred from RSS Participation
Priyank Kharge has appealed to the CM to prohibit government officials and employees from participating in events organized by the RSS and its affiliated organizations. He referred to the Karnataka Civil Service Conduct Rules, which state that:
"No government servant shall be a member of, or be otherwise associated with, any political party or any organization that participates in political activities, nor shall they take part in, subscribe to, or assist in any manner such activities."
Despite existing instructions, Kharge noted that officials are still seen participating in RSS events, which prompted the appeal for stricter enforcement.
Public Programs Require Government Approval
The Karnataka cabinet’s decision follows Kharge’s letter, which specifically demanded regulation of public marches and events by RSS. A revised rule is being framed that would make it mandatory to seek government approval for organizing programs in public spaces, roads, and government premises.
Kharge said, "We can't control any organization, but they can't do whatever they want in public spaces. Any event must be approved by the government. There will be standards for granting permission."
He added that actions like carrying sticks in processions or conducting street marches will require prior authorization and will be covered under the new set of rules.
Use of Government Spaces Limited to Academic Purposes
To counter BJP’s criticism, the Congress-led Karnataka government cited a 2013 circular issued by the then BJP government, which limited the use of school premises and playgrounds only for educational purposes. The upcoming rules will incorporate existing orders from the Home, Legal, and Education Departments.
Rules to Be Finalized Within Days
Priyank Kharge stated that the government is in the process of drafting a comprehensive rule that will govern the use of public, government, and aided institutional spaces. The rule will be implemented within 2–3 days and will remain within the bounds of the law and Constitution.
