SIR Exercise Removes 65 Million Voters From Electoral Rolls in 12 States and Union Territories

The Election Commission released the draft voter list under the Special Intensive Revision (SIR) in Uttar Pradesh on January 6. With this, the first phase of the SIR exercise across 12 states and Union Territories has been completed.

The nationwide campaign to clean and update electoral rolls began on October 28, 2025, and continued for 2 months and 11 days. The objective of this exercise was to verify voter details and remove ineligible entries.

Over 6.5 Crore Voters Removed

Before the SIR exercise, these 12 states had a total of 509.7 million voters. After verification, the number dropped to 443.8 million. As a result, approximately 65.9 million voter names were removed from the draft electoral rolls.

This accounts for 12.93% of the total voters in these states—meaning nearly 13 out of every 100 voters were removed from the draft list.

Highest Removals in Madhya Pradesh and Rajasthan

In states like Madhya Pradesh and Rajasthan, around 7.5% of voter names were removed. This means nearly one out of every 13 voters was excluded from the electoral rolls in these states.

Not the Final Voter List

The Election Commission has clarified that this is not the final voter list. Voters whose names have been removed can file claims and objections. Eligible citizens can apply to add or restore their names by submitting Form 6 or Form 7 within the stipulated period.
