Positive Shift in Sex Ratio at Birth in India
The Central Government's Beti Bachao, Beti Padhao scheme has led to a positive improvement in the sex ratio at birth (SRB) in India. According to the Sample Registration System (SRS) Report 2023, the SRB has increased from 819 (per 1,000 boys) during 2016-18 to 917 during 2021-23.
Aradhana Patnaik, Additional Secretary and Mission Director at the Ministry of Health and Family Welfare, highlighted that this progress is a result of both the scheme and the strengthened implementation of the Pre-Conception and Pre-Natal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994.
She stated that the Act serves as a moral safeguard against gender-discriminatory practices in sex selection. On October 7, during a review meeting, she emphasized the notable improvement in SRB over the past decade.

“The country has registered a positive improvement in the sex ratio at birth. According to the SRS 2023 report, the SRB has increased by 18 points – from 819 girls per 1,000 boys during 2016–18 to 917 during 2021–23. This reflects the success of stricter enforcement of the PCPNDT Act,” said Patnaik.
Focus on Future Enforcement
Patnaik emphasized that public focus should shift from the gender of the child to the birth of a healthy child. The meeting also addressed emerging challenges and discussed strengthening the implementation of the PCPNDT Act to eliminate gaps, ensure compliance, and maintain the core objectives of the law.
It also highlighted urgent concerns like the misuse of new technologies, the need for proactive digital intermediaries, and the establishment of a robust compliance mechanism to preserve the spirit of the Act.
