Nov 4-Govt spends Rs 1.1 lakh crore under PM-JAY
The Pradhan Mantri Jan Arogya Yojana has provided over Rs 1.1 lakh crore in free hospitalisation benefits to beneficiaries since its launch in September 2018, significantly increasing access to healthcare for India's most vulnerable populations. According to official data, more than 79 million individuals have benefited from the PM-JAY scheme, which provides an annual health cover of Rs 5 lakh. The scheme was made available to 107 million poor families in the country, covering the bottom 40% of India's population, since September 2018. PM-JAY can help reduce out-of-pocket healthcare expenditure, which previously pushed millions into poverty. At the start of the scheme, about 62% of healthcare costs were paid directly by individuals, leaving many in financial difficulty. States with the highest number of beneficiaries include Tamil Nadu, Karnataka, Rajasthan, Kerala, Andhra Pradesh and Gujarat. Under PM-JAY, there are about 2,000 procedures available for beneficiaries to avail cashless treatment, which includes all costs related to treatment, medicines, supplies, diagnostic services, doctor’s fees, room charges, surgeon’s fees, OT and ICU charges, etc. The top speciality care treatments availed by beneficiaries so far are general medicine, infectious diseases, general surgery, medical oncology, ophthalmology and orthopedics. The procedures availed by people include haemodialysis, COVID-19 tests, multiple packages and acute febrile illness. Over 355.40 million Ayushman cards have been issued to eligible individuals, helping them receive healthcare at 30,672 empanelled public and private hospitals. Acknowledging the impact of high medical bills on financial stability, the Parliamentary Standing Committee on Finance has recommended expanding PM-JAY to cover the “missing middle” on a payment basis. Recently, the scheme was expanded to include senior citizens above the age of 70, regardless of their income. An October 2021 Niti Aayog report states that 30% of India's population, about 400 million people, still lacks health coverage. This segment is called the "missing middle class", which remains vulnerable without financial protection for health-related expenses.
