The government of Madhya Pradesh is set to remove the "two children" rule for government jobs. A proposal to amend this regulation will soon be presented to the Cabinet for final approval. After consulting the law department, the General Administration Department has prepared the proposal to amend the rule.

Along with this, another significant change is being made regarding the probation period for employees. The proposal suggests that employees will be regularized within six months of completing the probation period. This proposal will also be presented for Cabinet approval.

Since January 26, 2001, the rule has been in place that a third child disqualifies an individual from applying for a government job. Moreover, those already employed and having a third child after a certain period face termination. This rule has caused many people to lose their jobs.

This rule was introduced when the fertility rate was higher. According to the Sample Registration System (SRS) Bulletin 2023, released in September 2025, Madhya Pradesh’s Total Fertility Rate (TFR) is 2.4, meaning the average number of children born per couple is 2.4. However, the urban fertility rate is 1.8, and the rural fertility rate is 2.6. In comparison, India’s national TFR is 1.9.

States like Rajasthan and Chhattisgarh have already removed this rule by amending their regulations. Nationalist leader Dr. Mohan Bhagwat has been advocating for a three-child policy, especially in the context of declining fertility rates.

Benefits to Employees:

Employees in various departments, including schools, higher education, and medical services, will benefit from the new rule. Many employees had previously become ineligible for government jobs due to this provision, and their services were terminated. However, those who have already faced action under the old rule will not be eligible for any relief, as the new rule will not apply retroactively.
