Karnataka to Launch New Caste-Based Survey from September 22

On July 23, Karnataka Chief Minister Siddaramaiah announced that the state government will conduct a new “social and educational survey”, commonly referred to as a caste-based survey, from September 22 to October 7, 2025.

The Karnataka State Backward Classes Commission has been tasked with submitting the report by the end of October. A preliminary meeting regarding the survey was held on July 23 under the chairmanship of the Chief Minister.

According to an official statement from the Chief Minister's Office, “The Backward Classes Commission submitted a proposal to the government to conduct a social and educational survey. The survey will cover all 70 million people of the state. The primary goal is to eliminate caste-based discrimination.”

The survey will also aim to collect comprehensive data on economic status and land ownership.

During a meeting with the Commission, the Chief Minister emphasized that the process will be conducted with care and inclusivity, ensuring that no individual is left out.

He also instructed the Commission to present its report by the end of October. The previous 2016 survey was canceled due to opposition from politically influential communities like Lingayats and Vokkaligas. Following intervention from the Congress high command, the decision for a fresh survey was made.

CM Siddaramaiah stated that the new survey will be comprehensive, including data on each individual's financial status and land holdings. He mentioned that the findings will form the basis for the next state budget and may serve as a national model.

He also directed the Commission to use a scientific approach for the survey and ensure there are no grievances. Additionally, he suggested studying the caste survey conducted by neighboring state Telangana and forming an expert panel to monitor progress.
