Draft of MP Water Act-24 ready, Water-rules If someone breaks the water line, then 2 years jail
A draft of MP Drinking Water Act-2024 has been prepared to improve the water supply system in the state. This draft prepared by Jal Jeevan Mission under the PHE department provides that if someone breaks or damages the water pipeline, he can be jailed for two years. There is a provision of punishment up to three years for stealing water meters and other equipment.
The draft also states that it will be mandatory to get the work related to the water line done only by a licensed plumber. The responsibility of the state government, local bodies and common consumers will be fixed for everything from planning the water supply to supplying water, maintaining the network to collecting the bill.
At present, the tap water scheme is running in every house in the state. Big drinking water projects are going on in cities along with rural areas. In the current situation, there are some general provisions regarding water in the act of urban bodies. This creates many problems in coordination between different agencies in big projects. The construction agency builds a water tank and lays a pipeline. Whether water supply starts or not. After this, it is handed over to the concerned body. The responsibility of supply and maintenance lies with the local body. Everyone's roles have been defined in the Act in such a way that a situation of dispute does not arise.
Domestic water cannot be used for commercial purposes. Doing so will attract a penalty of up to 20 thousand. There is a provision of punishment ranging from three months to three years for misusing water. Stealing water meter and other devices can lead to a punishment of up to 3 years and a fine of up to 1 lakh. The water bill will also be like an electricity bill. That is, the consumer will know how much is the meter rent, fixed charge and the charge for the amount of water used.
The state government will fix the minimum charge for water supply. This will be necessary for everyone from Gram Panchayats to corporations. The state government and the body will be able to decide the water tariff together. If the water pipeline in the consumer's premises is damaged and water is flowing wastefully, then it will be his responsibility to get it repaired. Otherwise, the state government and the body can recover the cost of this wasteful water and the cost of repairing it.
