State becomes first to act on SC order Former UP CM and BSP supremo Mayawati said the move is a 'conspiracy' to divide Dalits The Nayab Singh Saini-led Haryana Cabinet in its first meeting on October 18 announced that the state government will implement the Supreme Court order on sub-categorisation of Scheduled Castes (SCs) with immediate effect. The move, the first in the country after the Supreme Court order, is aimed at further strengthening the Bharatiya Janata Party's (BJP) Dalit outreach in the state, which stipulated 20 per cent reservation for SCs in government jobs and education. Just ahead of the assembly elections and a fortnight after the Supreme Court's August 1 verdict on sub-categorisation of SCs, the Saini government had approved the Haryana Scheduled Castes Commission report. The commission had recommended a 10 per cent sub-quota for 'disadvantaged Scheduled Castes' in state government jobs. The decision was announced after the model code of conduct came into force. The Haryana government had introduced a bill to increase the sub-quota for 'disadvantaged SCs' within the 20 per cent quota in government educational institutions to 50 per cent. It had identified 36 SC castes as 'disadvantaged SCs', excluding the dominant Jatavs.
